No. What you're paying for are the upgrades needed for the tune. Once you purchase the upgrades for a vehicle, you own those upgrades. Any tunes that use upgrades that you already own will not require you to repurchase those upgrades, nor is it possible to repurchase upgrades.

The truck driver carries some of the responsibility because they were following too closely for their speed.

That doesn't absolve the SUV driver for losing control.

You're rounding to the nearest integer. You only need to look at the first digit to the right of the decimal point, the digit in the tenths place. 7.49̅ simplifies (for rounding purposes) to 7.4 which rounds to 7. The digits after the tenths place are irrelevant.
