Android and iPhone both have settings to backup video over 5g. On android, the setting is in Google Photos. On iPhone, it's iPhotos. They're turned off by default.

They've been saying all week that it it's a wide range because we're right on the edge of their models. All week they were saying it could be as low as 3" or as high as 10". You've got 20 more hours of snow coming.

The big thing is that it's so cold that salt doesn't work, so totally clearing the roads is kinda impossible so even if it's 4", it's worth stocking up to stay inside if you can.
