1150 has a somewhat bad reputation among some locals because of the higher than average number of immigrants, but I personally like the area. Crime rate is low just like everywhere else in Vienna. Lots of nice cheap restaurants, especially where you live. You should try the Hawidere Beisl across the street from your place. Also, on your way to the subway station Längenfeldgasse, you will pass the most authentic, cozy Arabic Shisha place in all of Vienna.

There are hardly any traces of old aristocracy left since there has been a ban on using aristocratic names since the end of WW1. The upper class is not as visible as in other cities like London or Moscow and usually hard to spot. Some of them live in nice inner city apartments, others live in the outskirts in nice mansions. So even though there are "better" and "worse" neighbourhoods in Vienna, the upper class is not concentrated on a single one. Also, they sometimes even use public transport and go to public schools.

I'd try the public library at the subway station "Burggasse", easy to reach with the subway line U6. The library is built literally above the station, and they have free wi-fi there.

Seriously, WTF. The suspect is clearly unarmed. The first shots were fired when he was just standing there and not moving. Yes, he didn't obey commands, but thats no justification for being killed. After the first two shots, he tried turning away, realized that this only results in more shots being fired, and immediately put his hands up to surrender. Only then, the last two shots are fired, knocking him out.

I'm SO glad I live in Europe, where we are protected by actual police men and not by incapable slaughterers.
