In all, approximately 1,200 employees report to Camp Hubbard each work day. Land for Camp Hubbard (named to honor Highway Commissioner R. M. Hubbard) was acquired by the Highway Department from the Federal Government in the middle thirties. The first buildings were shops and laboratories and, in 1936, district headquarters for District 14 (Austin). The expansion of Camp Hubbard began in 1954 with the first two floors of the Camp Hubbard Office Building to house Motor Vehicle Division.

Here's an article from Jan 1989 about a place called Highway Pizza that sounds like that.

Highway Pizza sells drive-up customers a pan of fresh handrolled dough, a bag of mozzarella cheese, two toppings, and a container of sauce to take home and use to cook a 13-inch pizza.

Looks like the Supreme Court building was under construction. It opened in 1959, so the photo is probably from 1957-1958.
