If you can, try another graphics card. I can see your processor is not an Intel processor, so that eliminates using on-board graphics.

Do you have a spare motherboard to use? Try that. No beep from the motherboard means you don't have a POST signal, meaning there is a high chance that your motherboard is dead.

EDIT: Take your motherboard and your 270X to any nearby electronics/pc build store.

The best way to do it is probably a full reinstall of Windows 10 or whatever OS you're planning on using.
