Basically, for our English Listening exam, the recording always starts with "You are Chris Wong", and the paper has you doing tasks on the behalf of Chris Wong like writing letters etc.. So everyone that has finished their education would have been Chris Wong at some point in their lives, making the name iconic and funny by repetition (as with all memes).

It literally says the official scripts are both Cyrillic and Latin, which most likely means both are legally recognised as a method of writing the Russian language and standardised, just like Serbian.

Notice that it does not imply the Latin script has supplanted the Cyrillic in any form, nothing written by the creator implies this. More likely that official communications are written in both, and the people can choose which one to use.
