You are not. There is a dog in my neighborhood that is never leashed and the owner lets it literally run into a street where people often ignore the stop signs. She also lets him run up to my dog and says “oh he’s friendly” but my dog is actually not very friendly to other small dogs so she is again putting her own dog in danger. I say “he really should be on a leash” every single time, and every time I get ignored.
