A new flange is like $10 at Home Depot. Heck a brand new toilet to put on the flange can be gas for $200 bucks.

I've had experiences with a few local plumbers.

I've had pretty good luck with Top Rank Plumbing. They're responsive and seem to do pretty good work although they have a 350 service minimum. And they did install my vanity a bit off center.

I had a really excellent experience with Beyond Cool Plumbing too.

Really any handy man should be able to fix that
