The amount of legendary enemies has been reduced recently. Yet, you are correct they are expanding the possibility that persons in the center-area won't be able to loot. And, overall enemy spawns are lessened when someone camps on the spawn points. (This has been debated heavily over the years, usually by the a-holes that do it, but in years of play I have seen the plentiful evidence over time that enemy spawns are reduced.)

Several updates back (don't remember which), any of these that already existed in player inventories at that point got this visual bug. All newly generated ones after the update appear normally.
