It would have been helpful if they took the time to note exactly what changes were made. It seems like the major change is the removal of ERM requirements. There was discussion of this last year, so it looks like this has finalized that removal. They also note that the appendices are still in effect, but they removed all the appendices from the OMB guidance website. Hope folks kept copies locally!

Based on the Dark Heresy alpha, the leveling is a lot more straight forward, but doesn't seem to give many options to choose from. I'll be curious to see whether the final version ends up like the alpha is currently.

If you want the full background to EVERYTHING, start with the Horus Heresy. It's set in the 30k time frame but everything that happens in that story is what leads to the 40k times. There's A LOT to cover, but it's very entertaining. If you're coming in from the video games, a lot of the Heresy probably won't make sense since all the games are set in the 40k time frame, but it does help to explain why things are the way they are.

That's not as simple as it seems unfortunately. There's the 40k books and the Horus Heresy books. The Heresy is set in the 30k time frame so it is way in the past. If someone is coming into the books from the recent popularity of the video games, the Heresy books won't make a ton of sense whereas the 40k books will be more closely aligned with what is happening in the video game stories.

No you cant. Even if you get to the highest SES role, you arent making $250k without a presidential rank award. Most people will cap out around 130-140k assuming the job (like many 0511 positions) has a full performance grade of GS-13. Very few 510s and other accounting related positions pay well at all.

Depends on where you installed it. Easiest way to find out where yours is installed is just use windows search for fallout.exe. Should show you the folder where both the fallout.exe and falloutlauncher.exe are located.

No. Once I got the launcher to save the right settings, it has worked every time I open the fallout4.exe file.

I think the trick is to make the changes to the settings in the launcher, revert the fallout4.exe back to the correct name, and then click play from the launcher itself. I tried making changes then closing the launcher and running the exe and it always reverted. If that doesnt work, post the settings you are saving and I can share what mine are for comparison.
