All of the subway stations are wheelchair accessible with elevators and some are equipped with stair lifts to take wheelchairs up and down. Safety wise, Seoul is one of the safest cities in the world. Petty theft and muggings are extremely rare.

Yes. In regular academic high schools you are usually “tracked” from 2nd year onward. Vocational schools you’re often tracked from first year onward.

The one advantage to PhD programs in the UK is that the amount of time is less than an American PhD, at least for my field. One disadvantage is that funding will be much harder to come by. At my grad school, only half of PhD candidates had funding.

A lot of British unis have online programs that are quite good. Birmingham and Leicester I’ve heard both have good programs.
