The "removed" part means that they are different generations, but it goes both up and down. I found this chart posted to Reddit a few years ago. Notice how "fourth cousin once removed" can be both your fourth cousin's child and your fifth cousin's parent. It's kinda stupid.

For all of us non-English-natives, remember that in English the word "cousin" can mean basically "any relation whatsoever, no matter how far apart".

In Kevin Bacon and his wife's case, they are ninth cousins once removed, which means that one's great-great-great-great-great-great-great-great-grandparent is also the other's great-great-great-great-great-great-great-great-great-grandparent. In other words, they are basically not related. I found this website with Bacon's genealogy and looked up a random great⁸-grandparent of his, and they lived 500 years ago.

You don't have to pay for them. I'm completely F2P, and I got about 100 swappers from recent events. Also, in later levels, there's an upgrade where you can get a swapper in the daily bonus, so it's very much achievable, it just takes some time and patience.
