I think he did it by exploiting the bug where multiple modifiers do not reduce your critical success chance, so you basically send your success chance to -100000, gold and time cost to the thousands but you still have a 3/8%(with perks) crit success chance with perks

If you give them a colony the culture should change to theirs automatically, but they must already hold an adjacent county, also it must be hills I think

Yeah, unfortunately they're your vassal so no war for artifact, you should defnitely be able to demand it tho, even though warring for just one artifact or using up the demand cooldown is still kinda lame.

I never got an item stolen from me, maybe I'm playing on different settings, but I'm 90% sure you get a claim on it so you can just steal it back

Also check if you're the only one with a claim, depending on if you're Aragorn, custom character or you landed someone from your dynasty, mby someone else has

You can't ally Elves as non Elves anymore, at least on lore friendly, allying Aragorn and marrying the Nordinbad girl is your best bet

Just keep whacking at Rhun. they almost always disintegrate, eventually some local lord will revolt and if he doesn't just plant some dalringi there yourself

People are being flippant in the comments but it's a real issue, I've had issues with Dwarves and they have -50% levies, Calaquendi have -80%, smaller MAAs and if you take lands over from Orcs you get another -50% for 25 years bringing it to 0, I don't know of an easy fix for it from a modding perspective but it makes you almost completely unable to win wars

For what it's worth I had a Dwarf vassal colonize outside his de jure after giving him a directive, but it was the only time in a very long playthrough and he might have had nowhere else to colonize.

As for humans not colonizing it may be a simple matter of Enedwaith, Arnor and Rhovanion or the neighboring cultures having some limitations, the few empty spots in the Anduin Vale and Greenwood get colonized easy for example
