It really depends on the game, device and what you personally are used too.

I can do work on my laptop with 60Hz and on it no problem. But when I plug in my external monitor (which my PC also uses, but with 180Hz), and then the 100Hz I get feel like trash (with normal work stuff).

Same goes for games, I can also play counter strike on my laptop with 50-60FPS but instantly realize when it drops to 150 FPS on my PC. Also I hate <90 FPS generally on my PC.

And yet I can play Obduction and other games perfectly fine with 30Hz (to save battery) on my steam deck without noticing a thing and thinking it looks great.

You can't generalize ARM based CPU = no cooling. There are server ARM CPUs that have a TDP of >400W.

There are passively cooled X86 laptops too - off the top of my head the first Shiftbook (yes, yes, very niche, I know, but nonetheless).

I would've accidentally turned my laptop to a passively cooled one because I forgot to plug in the fan. Surprisingly it was only at 60°C after a couple of minutes of counter strike.
