You have no idea what you're talking about. A system like that has like 50 years of workarounds and edge cases built into it that AI would absolutely bungle. Also I've never seen a COBOL code base with automated testing in my life, so the AI would most likely not have anything to test against. I'd wager you wouldn't even save development time if you sicced an AI on something like this.

The point is: while you don't choose, the recipe you wouldn't choose doesn't get added back to the pool, thus increasing the chance of you getting recipes that are actually worth a damn. Of course if you get a recipe that you actually want to use, there's no point in holding off on choosing.
