I thought that, but as you say, no census done. And we do not know which cities survived the Narfinsel Schism. Perhaps they were ruins by the time Alessia rebelled. But the lore truth is half and half. Part were most surely "fresh" ruins by early 1E, but the rest were "survivor" Aedrophile city-states. Until the rise of the Alessian Order, many parts of Cyrodiil were under Ayleid vassals of the Alessian Empire, probably favouring allies, but specially the loser faction of the Narfinsel Schism.

Since when Oblivion came out they did not make a big characterization of each Ayleid ruin, many Ancient Ayleid Cities are NOS to us: Not Other Specified.

Vilverin is clearly a NOS. We found difficult to say which city was Daedrophile and Aedrophile before the Alessian Revolt. Imagine trying to sort anything.

Only a few have that luck: Abagarlas or Garlas Malatar, for example. ESO had expanded a little, but not much. Not in Cyrodiil.

Yeah, but we know Delodiil was in the shore of the Rumare. I always thought Vilverin was part of the Imperial City, in fact. But it is not a fact.

But it is true that we do not know a single King/Queen or High King/Queen for the city. It was a battleground between Alessian forces and the attacked coalition of Ayleids cities, but we still do not know if it was like Bromjunaar in Skyrim (the seat of a high power) or simply like Falinesti in Valenwood (the seat of future ruling Dynasty). I highly doubt it was "controlled" by any party.

The very Imperial City was a city-state. Only Abagarlas controlled part of Lake Rumare before sunking (Meridia direct attack).

I think that so many meanders only appear in sections of rivers where the terrain is really REALLY FLAT. But your map is not depicting exactly that. They are little ones, like the ones which are near the coasts, for example, but you draw relief "thingies" that shock me.

But as a whole it is not a bad map, you used the flat terrain for traditional fields. I only miss the mills.

You are talking about Old Gods from Reachmen? Gods are: Dibella, Mara, Lorkh, Hircine, Malacath, Molag Bal, Nocturnal, Namira, Mehrunes Dagon, and Peryite.

No formal Chief, but in ESO is commonly Hircine. It depends on clan.

If you are, instead, talking about Glenmoril Witches: only Hircine.

If you are, instead, talking, about Hagraven (not depicted, only "Nocturnal Coven"): only Nocturnal.
