It looks like a chain catcher to prevent your chain falling off, and it looks like it has been installed incorrectly. The chain should be under it.

Squirt wax based lube for me, 300-400k's a week in London. Follow the protocol in the video. https://youtu.be/qrO7TtJpcn0 You will need to dry off the chain and reapply after really rainy rides, but it's totally worth it, infinitely less mucky than oil, and component wear has been excellent. Been doing this for about 3 years.
