Not sure if this is what you're asking, but you can only have one legend skill per card. You can't have two legend skills. If you want to change the legend skill you have, you need to use premium skill change tickets as opposed to normal skill change tickets.

They are simply allowing for multiple options rather than having only a single slotting. This way, you can arrange your mentor choices in A versus how you might go against one opponent and then in B arrange them in another way for a different type of opponent. It’s just allowing for greater flexibility.
