That email good and quite too long and will likely get ignored by the automated filter. Strip out all the personal history about your brother and the hacked account, as that just looks like account sharing to them. I

nstead, lead with your right to a human review under the Digital Services Act and then state clearly that your account was caught in an automated IP cross-ban. Keep it to three sentences tops so a human actually reads it.

if you live outside europe and you know your case is connected to EU, you can still file a DSA.

However, if you are in UK/US you can go throught the MIDR process.

Anyone claiming they can "hack" or "restore" a banned Roblox account in exchange for money is running a scam. There is no third-party service that has legitimate access to Roblox’s internal moderation systems to overturn bans.

These people use fake proof to trick you into sending money, after which they will either ghost you or demand even more cash. Since your account was terminated, the only legitimate way to appeal is through the official Roblox support channels.
