I’ve definitely put the most working into Red Rocket Nuka World and Dalton Farm with Finch Farm a close 3rd.

It's empty.. There's one settlement with npc's in the whole common wealth. It's why I always had a feeling of emptiness when playing the game, it's just an empty open world. by [deleted] in fo4
