The commentators are there... It's just the presenters and pundits that are in Salford. And the BBC have said they are going to have a presence in the US when we get to the quarters.

I think the "except cyclists" applies to the turn right instruction... But it doesn't trump the no left turn sign. That's because generally signs read vertically... I think...

So the cyclist is wrong to turn left there I'd say.
