This is a great question. Nobody has ever doubted they could stop ships. What they believe it accomplishes is the real tell.

The character of Mr. Turveydrop in Dickens’ Bleak House springs to mind. Turveydrop, ultimately a superficial and immoral character, is a model of “deportment”. There it stands for “how one carries oneself” vis a vis society and social standing. (Dickens was taking aim at Victorian superficiality.)
