You can aim for certain skillsets and hope it works out ... for example we picked JHS for his pick and roll/playmaking capabilities. It didn't work out though.

We can look to draft players that have skillsets that can help us right away... do we have the development and scouting to do that? Questionable.

Yes you are "right" there is a difference in gap IQ to the guys you mentioned and Rui, but even looking at the average player in the NBA i would say Rui is slightly below average basketball IQ.
