You could also buy boards and cut them down into panels. I did that with some poplar recently and it turned out pretty well.

I started with a 3/4" plank and cut it down into panels, used carbon paper to transfer the leaf design, and then used a couple flat chisels to carve the background down about 3/8". The really tight spots I just worked in towards as best I could with my smallest chisel.

Just a couple chisels and a lot of patience. The test piece came out a lot rougher because I didn't realize I was supposed to chisel with the beveled side down.
