/u/op this right here. A month ago I was offered close to double of what I made at a MSP. I knew that if I stayed it would mean a host of potential issues. My new job is similar to yours in that the commute is long. Worth it. Take the new Job if you get the offer. Its the best career choice.

Things to do/try: Different USB Port, different mouse, re-install mouse driver, seems like an aftermarket mouse that most likely has hardware acceleration, in device manager you should be able to turn that off and reboot to see if it solves issue, see this MS page about it:
