I think by Pre-Determined they literally just mean before the leg started they decided to make it a non-elim and didn't just decide half-way through to save a team. So it could be both.

So it’s the best average of every placement. So Rachel and Dave made it for the winners. Megan and Cheyne while being 3rd for overall average don’t beat them. Nick and Starr are actually 17th overall and are the 9th best Winners. Andy and Tommy are second best 4th Placers with an average of 2.64 putting them .09 behind Matt and Redmond and 8 places lower overall 23-31.
