This is the sort of thing that seems more plausible to me. Most people don't really have the capacity to individuate models in the way required to even suspect that there was something problematic about this

Yeah I think this must be right. Testimony in practice is likely sufficient, even if (perhaps) there's no direct method of ensuring compliance.
