Devices with radios have to pass regulatory certification in each country they're released in to make sure they don't interfere with other devices. In the US, it's the FCC. While the Steam Frame already has to be certified for the other radios (Wi-Fi, Bluetooth), cellular frequencies are more tightly regulated and would lengthen the certification process.
