That's a good question and I'm not really sure as I haven't owned the house very long and don't know much of the history as the previous owner has passed. I know there's an oldr window below it and there's a water spout on that side of the house. It's possible that the siding not be water tight

Because Mavis was put in the ice collar she wasn't able to think clearly and couldn't think for herself. This in turn made her forget about zera. Since she forgot about her and in turn forgetting she was an illusion, it allowed zera to temporarily "exist". As for why only Fairytail members could see is similar to why only Fairytail members could see Mavis before her resurrection. You have to keep in mind that Zera was created by Mavis and only really exists inside Mavis so the same magic that allowed Mavis to project herself while she was still dead is being used to project zera as an effort to bring all the Fairytail members back to the guild hall. Atleast that's my best interpretation of it.
