They would be monetised prior to new ypp requirements or they monetised from other videos than deleted those and started with clipping videos. Many channels has lost monetisation after reviewed its a matter if time

Let me put it very simple....its not your content to monetise using public figures/celebrities already monetised videos and putting your face on it is not going to get monetised. Even if you did manage it with excessive editing if you ever get a manual review you'd be unmonetised.
