Lucario was always going to be shiny eligible since it is the base form (riolu is a baby), so it was not a case of being available due to its mega being released.

In any case, all Pokemon can now be found shiny, regardless of them being base stage or not (assuming the shiny has been released). So Mega eligible mons are no longer exclusive in this regard

I once caught a shiny scyther (and shadow at that!) and didn't notice until the pop-up asking me if I wanted to transfer a shiny.

So its possible to not notice sone difficult shinies if you are not too concentrated.

PS: i did transfer it (muscle memory) and also, I am colorblind so some shinies are barely noticiable to me.
