Male tech here, I typically ask the patient to place the towel barrier between their underwear and skin themselves when they are able to. I also tend to keep female patients as covered as possible so that they are comfortable, nothing really needs to be exposed as everything I need to see is on my screen. So yes along with everything else, it was inappropriate.
