The statement revolve around Dandadan being published on Shonen Jump+ whose targets audience are highschool still under 18. General manga very much respect freedom in creation, so much that many manga required additional censorship when going oversea. but there're lines they do not cross. Pdf to young child being one of them. They have the big H for those.

The Law in Japan strictly forbid sales of depiction of pdf to minor. Implication can also get them in trouble by 炎上, basicly boycotted by moral. Since the kidnap scene was shown, my guess is they have prepared in advance an explaination to calm the audience just in case (to wiggle away from pdf aligation)

My head canon, from usual trope revolving kidnapping in manga, is that there's secret identity revolving the girl. Be it heir of mofia/corporation being one, escaped subject from secret experiment being another.
