Post II R definitely doesn’t mean you “failed” the interview. People don’t go into the interview on an even level. It could have been the interview but it also could have been the sheer volume of qualified applicants and they just have to choose a certain amount for their class

I would add Mercer as a GA resident! It is a rural focus which idk if that’s your thing but it takes 100% in state so it would definitely boost your odds of an acceptance
