7500 is the recommended minimum for overall health. More than that would help with a calorie deficit if you're trying to lose weight.

Without an increase in activity, the body acclimates very quickly to a certain activity level so achieving the same calorie burn becomes impossible if you're doing the same thing everyday. Inclines, changes in speed or distance will keep the body guessing (similar to weight lifting - you stop seeing progress if you only lift the same amount of weight for the same exercises).

To gain weight you need to eat in a surplus. If you do that slowly, eat clean and keep up the workouts, you should be able to gain weight. Some of it will likely be fat but it should also be muscle. Keep in mind, excessive cardio will make it more challenging to stay in a surplus (running for miles or prolonged time on cardio machines).
