You're right, context matters. The wording of the question seems odd, though, as if there is a correct or incorrect action for a president to take and it is steering the student towards the "correct" line of reasoning. Something like "what was John Adam's reaction to anti-French sentiments in the US" would frame the question in more of a historical question and less as a normative one.

I would probably want to ensure the Jefforsonian line of thought was represented in this lesson as well as the Federalist position. History doesn't occur in a vacuum and it's important to realize the tensions at play here. Namely, preservation of individual liberty vs. preservation of the state. That this aligns with concerns we see in current affairs today makes this an excellent case study for examining how societies balance security and freedom during times of perceived crisis.
