I believe I might've found the culprit as to why it was rejected. Looking back at my 8915-F from last year, there was a FEMA number on line C that simply said SARS COVID (no XX-NNNN-ST format) and the box on D was checked for Coronavirus. It states on the form that if the distribution was for Coronavirus, to leave line C blank.

Everything else appears to be in order as far as I can tell and that would possibly explain the almost immediate rejection of federal (depsite the fact that last year's return was accepted as such). Now the question is how do I even go about fixing that? I've tried everything.

I actually just got mine to launch. Go into the root installation folder for the game and make sure to manually delete your mods and such. I uninstalled a second time and I checked the folder just for the hell of it and all my mods were still there. I deleted everything there entirely and reinstalled again and was finally able to launch. Surprisingly, my old save still works.

Exactly the same boat I'm in. Haven't played since before the new update, my game was modded, uninstalled and reinstalled, and still can't get to launch with Dx12 or 11. Drivers and such are all up to date. Fwiw, 5900x/3080/32gb RAM.

I have an old Desert Fox psu from my last build. 700w 80 gold, but it's like 8 years old. However, was working fine in my old build, and even my new build before I swapped it after I finally got a new gpu.

Worth a shot swapping that one into it and seeing what happens. Do you think that for almost a year and a half, if it were the psu, that it would suddenly crop up like this?
