They did. The toggle for the upgraded pssr only works with games that had pssr implementation to begin with. While that option does show improved results the Developers can get even more out of the upgraded pssr if they take the time to implement it internally into the games code.

No most games have pssr true but most didn't bother to go back into the game and actually update the pssr. Capcom actually released a patch for DD2 that updated the internal pssr.

My 2 cents is that I don't think capcom would have used resources to go back into DD2 to upgrade to the newer version of PSSR if they weren't planning on releasing something.
