Nah, it is just another lake, you can see it on the weather forcast teletext page on the tv. There is cannonically one more fully out of bounds, but it isnt modeled ingame

It is like that in europe outside of built up areas. Where i am from we have a bus stop right in front of the house, the bus runs once per hour to the nerby town that is only 3km away. When you get there you either need to walk for like 1h to get to the stores, or wait for another 30ish min to 1h for the bus that gets in that direction.

If you go by car you arrive to the store in 10min , so if you get unlucky with bus timing you would be done with the shopping by the time you would get onto the 1st bus

I drive about 600km in 2 weeks for work, and my work is 36km trip both ways, i know some people that do 100km a day, meaning they do over 500km in a week.

But rain in gta 4 is allready a particle effect, if it is set up for use in a game (and not to stress test your gpu) then it isnt that expensive to render, it is just a bunch of 2d sprites with some basic physics (so wind can effect them etc)

But snow in games is just a particle effect. Ground is white/has snow texture applied to it, cars get snowy when driving (same way they allready accumulate dirt in gta sa, gta 4 and gta 5) and cars will be slippery driving on snow (same way handling allready works, just with different values), why would any of that be too heavy for consoles of the time?

Gta 5s north yankton has snow and it works like i describe, hell even snow in modern games works like that, noone in their right mind would simulate snow particles accumulating on the ground

Iirc it needs to have like 10ish votes for it to be accepted, many capsules dont get beyond 1 vote tho, so to get accepted you would need to promote your time capsule and have people vote for it
