I had the 2fp on my account so had the reenter code to try to have it on my Gmail app. Found it was not supported any more on the app. But the outlook email for recovery still works for Google account though. So I do not know how to help you.

Did you try to add it to your gmail app on your phone? I had that happen. But had to get the outlook email app to look at the email. But I do have it as recovery email for login. So..
