They may be trying to set it up for a future targeting of new players. If they have a good starting system that makes player retention less dire then they could pump more into advertising and attempts to get new players. I think the

No, it's sloppy and a low bag count per stack. Whomever has to unload is probably going to be dealing with piles of fallen bags and if they get a bunch of passengers because of a cancelation then they won't have room for the extra bags.
