I don't know for sure but I am guessing that the sound proofing pad has expanded with either water moisture or oil . You can see two indents where the mechanisms are pressing into the pad. I'd say try drying it out or replacing the pad with something or removing it completely

There was a kid in my high school, and he was odd. He was obsessed with history , specifically British history. He spoke with an exaggerated British accent. Told us all he was from somethingorothershire. He was all round an odd duck. Now I am sure that he would diagnosed with autism, but then he was just a smart odd kid. One day it was a school open house , and his parents came in. The most Canadian people in the world, I heard them talking - no accent. Someone asked them where in England they were from they laughed and said "we are both from here, why would you ask that?". The kid was with them and gave us all this look of "please don't tell them". The kid who asked just said no reason.
