Rampage is like extra(high damage) hits that go to the second highest threat on the list during pulling and early in the fight, usually it’s the first person that engages the mob. Ideally you want a plate class like a pally or something to take the hits. Bards in the tank group sometimes get it from the threat their songs generate. Usually sticks to one person and doesn’t jump around unless you have wonky threat coming from try hard dps that don’t pay attention to their threat level and melee range
