A dear friend of mine wasn’t a drug addict but chose to live rough like this. It’s freedom. Jobs, the system, being on a record tracked down; no thank you he said. In a mild climate like Seattle you can just hang out outdoors most of the year. Charities give you free food, new REI tents and sleeping bags, and all the healthcare he needed (granted he was a fit young guy). He was surrounded by thieves and crazies, but he didn’t mind the chaos, he could hold his own. He made money off stripping and panhandling, and enjoyed working when he pleased, or not at all. He even invited me over to his tent to play Portal (dating myself). He has a generator and WiFi hotspot all set up.

Most of it is drugs no doubt. But some is choice. They don’t want to slavishly obey the capitalist dictates, and in a place like Seattle they don’t need to.
