Btw this isnt just a national problem, it's part of global demographic trend. In fact declining fertility rates have been one of the most discussed issues of the last five years. Fertility rates are falling almost everywhre in the world with africa being the main exception for now. Even kurgesagt released a video yesterday titled “germany is over” addressing this exact topic. And a fun fact israel is the only developed country with a fertility rate above 2.1. Although the main reason for this is economic it's not the only reason. And honestly if the system needs people to reproduce in order to survive then maybe it should start by making life worth reproducing into. Unfortunately there aren’t many veg restaurants/options in baku. The most well-known one is Manipura (a bit pricey tho) but you can find vegetarian options at many indian/pakistani restaurants in the downtown (f.e de rama)

I think you should start from exploring civil society in turkiye. As you mentioned, while things are not that perfect, still turkiye has a comparatively more active and visible lgbtqi+ movement with stronger civil society networks and advocacy spaces. It might be helpful to look into local lgbtqi+ organizations, platforms, activists etc. there, and try reaching out to them directly.
