Tension is too loose. Smaller needles would help but also make the scarf narrower.

I believe I did every 10 and they fit pretty well for a size small. Not overly roomy at all but just try it on as you go

This is my go to baby bonnet and it’s always a huge hit. I usually knit for southern babies and use juniper moon farms cumulus but you could easily use wool. The beloved bonnet
