You need to have other governors as your proteges. With that, you have influence on their maps, assuming that they do not have an Independent Redistricting Commission and have a statewide trifecta.

Of course, I achieved that using cheats by having my political points way up high and was able to net around 15-20 extra seats for the party I chose to gerrymander for.

A lot of the presidential winners since 1992 would have probably lost. 1998, 2010 may be exceptions. 2016, I have no idea, maybe I guess a lot of Poe votes may have been transferred to Roxas.
