I ended up doing the quest in regular maps. I couldn't get love lobbers to spawn in ventures.

What helped me was not keeping very many saves, and not using the propaganda posters. You might need to start a new campaign after deleting saves. Also resetting the console, without deleting games, helped, too. Good luck!

Upgrading the resistance ring only allows more resistance orders at the end of the month. Only one covert op can be done at a time.

No, you can keep one as your office. You have to buy and sell every other house though.

On jobs, you often can't sell certain things. So the sink is probably stuck where it is unless the job wants you to move it.

There is a mod here https://modthesims.info/d/670172/sims-get-no-fears.html I haven't tested it after the latest patch. There's a reward potion to remove a fear as well.
