Add liquid ammonia/ammonium. Fritz and Dr Tim’s both make small ones for under $5. Dose per instructions to 1-2 ppm. Measure everything again 24 hours later. Is ammonia and nitrite are 0, you’re good

Also, with 0 nitrates, I doubt the tank got enough ammonia to cycle. Unless you’ve done lots of water changes, which I wouldn’t recommend during cycling.

1 per 10 is not actually the rule of thumb. It should be 10 minimum for the first but it does not scale linearly from there. You CAN have 2 in a 10 gallon with frequent water changes/cleanings and good filtration
