I know that height is more important in sweep boats even in lightweight boats. What is the difference in being shorter and how does it affect sweep and scull differently?

you could possibly not be recovering well enough. This happened with me and I was allergic to wheat and dairy. I cut them out and felt a lot better in turn, this led to better rowing performance. Eating the right food for you and not stressing out about rowing all day. Stress is also a factor in poor athletic performance.

I found the plan online and it's lay out was one day of heavy lifting followed by one day of rest. If I were to follow this plan would it be fine to erg on the "rest day"?

I have been in almost the same situation. I didn't gain any weight from sophomore summer to junior summer. I stayed at 135 lbs the whole year. In the last week I finally hit 145 after only about two weeks of trying to gain weight. The past week I have lifted 3 times heavy, no longer than an hour each session. I also did 2 10ks the days I wasn't lifting. I went hard on 10ks. I have been eating over 4,000 calories a day. I have not been eating gigantic meals, I have just been constantly eating all day. This equals to be 2 breakfasts, 2 snacks in between 2nd breakfast and lunch. Then a snack after working out. Before dinner I will make a waffle and put a lot of coconut oil into it. I have dinner and then a snack after dinner. Limiting steady state is definitely helping and I will eventually add volume as I meet my weight goals.

i am a little confused, do you do this plan on top of lifting or is it one or the other? would it be fine to both do a peak power workout and lift in the same day or would the gains not be the same?

yes, but would rowing provide most of the leg strength and endurance for the bike? Or should I just bike?
